During the next heavy rainstorm, go outside and observe where all the water goes. If downspouts discharge water within 3 feet of the foundation or if the soil is relatively flat adjacent to the foundation walls, add tamped and sloped soil against the walls. This will encourage rain, roof water, and melting snow to flow away from the house. If a sump pump has been installed, make sure the discharge pipe terminates no closer than 6 - 10 feet from the foundation wall. If your (or the neighbor's) yard slopes towards the house, a drainage ditch or "swale" may be required to capture surface water and direct it away from the foundation.
